The Positive Impact of Tourism on the Lives of People
Beginning in 1992, the prevailing military regime in Myanmar started to encourage tourism, and private enterprises could apply for licenses to offer a wide range of tourism services. However, tourism only started to boom in 2010, after the democratic election and the regime’s promise to transfer power to duly elected civilians.
According to the Ministry of Hotels and Tourism, in 2010, 791,505 tourists visited Myanmar. In 2011 the number grew to 816,000. In 2012, the number of foreign visitors exceeded one million. The reason behind the rapid increase was a disingenuous tactic by the regime’s proxy party, USDP (Union Solidarity and Development Party). Secure in their grip on power, the generals and their cronies, backed by the 2008 constitution that they themselves had painstakingly written for their own benefit, released Daw Aung San Suu Kyi from house arrest. Soon afterwards, the US Secretary of State Hillary Clinton visited Myanmar. The USDP demonstrated to the international community their willingness to promote national reconciliation and democracy. Tourism boomed, but the industry was ill-prepared for the onslaught and high demand. There were serious gaps in infrastructure; shortages of accommodations, transport, restaurants and tourism professionals; and most unforgivable, utter failure to implement policies to protect the national heritage and ancient monuments. Prices soared unreasonably because of high demand and greedy, opportunistic suppliers. Still, the number of arrivals rose at a steady pace: 2.04 million in 2013, and 3.08 million in 2014. During those years, 71% were from Asian countries. Then in November 2014, a visit from US President Barack Obama bolstered tourism even further. In 2015, a record 4.7 million tourists visited Myanmar. Around 70% were from China, Thailand, and Japan.

With tourist numbers shooting up in 2013, backpackers ended up staying in monasteries, and many package tours were forced to postpone. To meet soaring demand, hotels were built in haste. In 2015, tourism generated US$2.64 billion in foreign investment in 47 construction projects. That year, 340 hotels were operating, compared with 290 in 2014. The number of tour companies also increased from 1,670 in 2014 to 1,922 in 2016.
In 2007, 12% of government revenues, or $182 million USD, was derived from tourism. In 2013, tourism contributed US$926 million to the economy. The sector rose to US$1.78 billion in 2014.
Tourism has long been promoted by advocacy groups as a means of providing an economic benefit to Burmese civilians, and preventing isolation from the rest of the world. Voices for Burma, a pro-democracy advocacy group, states, “We believe that small-scale, responsible tourism can create more benefits than harm. So long as tourists are fully aware of the situation and take steps to maximize their positive impact and minimize the negatives, we feel their visit can be beneficial overall. Responsible tourists can help Burma, primarily by bringing money to local communities and small businesses, and by raising awareness of the situation worldwide.”
Other pro-democracy activists, such as Ma Thanegi, advocate small scale tourism and careful spending. Burma’s pro-democracy leader, Daw Aung San Suu Kyi had, in the past, called for a tourism boycott. However, in May 2011, she and her National League for Democracy party expressed the opinion that responsible tourism to Burma should be encouraged. Tourists are welcome in Burma, they said, provided they are “keen to promote the welfare of the common people and the conservation of the environment, and to acquire an insight into the cultural, political and social life of the country, while enjoying a happy and fulfilling holiday in Burma.” Their official statement also cites livelihood, self- respect and self-reliance as benefits.

Indeed, well managed tourism can play a positive role in socio, cultural, economic, environmental and political development.
Tourism fosters pride in cultural traditions, because visitors’ fascination with and admiration of handicrafts, age-old customs, religious rituals and traditional attire, serve as incentives to maintain them.
The presence of foreign tourists has also been a force for positive change by raising awareness of environmental preservation, recycling and nature conservancy. It also incentivizes youths to learn a foreign language, take an interest in world affairs, and pursue occupations in a service industry.
In addition, tourism has a significant positive economic impact on the people of Myanmar. It teaches new skills, increases income potential, and creates local employment that allows job-seekers to remain in their communities, rather than relocate to cities. International tourism has led to the creation of new jobs in hotels, restaurants, nightclubs, taxi services, and souvenir sales. It has also created a market for suppliers of goods and services, street vendors, informal guides, rickshaw drivers, etc. The earnings from these informal sources do not figure into studies or economic reports, but they are returned to the local economy with a great multiplier effect, as they are spent over and over again. The World Travel and Tourism Council estimates that tourism generates an indirect contribution equal to 100% of direct tourism expenditures.
Tourism raises local awareness of the financial value of natural and cultural sites. It engenders pride in the national heritage and interest in its conservation. For example, in the Inle Lake area, slash-and-burn agricultural has a major detrimental effect on the ecosystem. As tourism creates alternate jobs and income, as well as pride in the natural resources, the priorities shift to environmental protection, conservation, restoration of bio diversity and sustainability.

Tourists’ appreciation of the scenic beauty of the countryside inspires local appreciation of the environment and spreads awareness of the value of nature. This leads to environmentally conscious behavior and activities to preserve the environment.
Tourism can play a vital role in the conservation of endangered areas and habitats. With responsible management, revenue from park entrance fees can be allocated to pay for the protection and management of environmentally sensitive areas. Special fees for park operations or conservation activities can be collected from tourists or tour operators. For example, on July 1, 2013, the Inle Lake zone fee increased from 5US$ to 10US$ per foreign tourist. The extra 5US$ per tourist is devoted to conservation work on the lake.

Number of tourists in 2015 was over 4 million. How about 2016 and onwards? Don’t get me wrong..I’d like to know how the crisis in Rakhine in 2016 had an impact in tourism.
It went down to 2.9 million in 2016. But increased to 3.44 in 2017 and 3.55 in 2018. In fact, in those years, the increase in numbers was caused mainly by Asian tourists. The numbers of Western tourists declined. This scenario made the overall income declined too.
